    Power-Law Distributions in a Two-sided Market and Net Neutrality

    "Net neutrality" often refers to the policy dictating that an Internet service provider (ISP) cannot charge content providers (CPs) for delivering their content to consumers. Many past quantitative models designed to determine whether net neutrality is a good idea have been rather equivocal in their conclusions. Here we propose a very simple two-sided market model, in which the types of the consumers and the CPs are {\em power-law distributed} --- a kind of distribution known to often arise precisely in connection with Internet-related phenomena. We derive mostly analytical, closed-form results for several regimes: (a) Net neutrality, (b) social optimum, (c) maximum revenue by the ISP, or (d) maximum ISP revenue under quality differentiation. One unexpected conclusion is that (a) and (b) will differ significantly, unless average CP productivity is very high

    A collaboratively derived international research agenda on legislative science advice

    © 2019, The Author(s). The quantity and complexity of scientific and technological information provided to policymakers have been on the rise for decades. Yet little is known about how to provide science advice to legislatures, even though scientific information is widely acknowledged as valuable for decision-making in many policy domains. We asked academics, science advisers, and policymakers from both developed and developing nations to identify, review and refine, and then rank the most pressing research questions on legislative science advice (LSA). Experts generally agree that the state of evidence is poor, especially regarding developing and lower-middle income countries. Many fundamental questions about science advice processes remain unanswered and are of great interest: whether legislative use of scientific evidence improves the implementation and outcome of social programs and policies; under what conditions legislators and staff seek out scientific information or use what is presented to them; and how different communication channels affect informational trust and use. Environment and health are the highest priority policy domains for the field. The context-specific nature of many of the submitted questions—whether to policy issues, institutions, or locations—suggests one of the significant challenges is aggregating generalizable evidence on LSA practices. Understanding these research needs represents a first step in advancing a global agenda for LSA research

    Determinants of Unlawful File Sharing: A Scoping Review

    We employ a scoping review methodology to consider and assess the existing evidence on the determinants of unlawful file sharing (UFS) transparently and systematically. Based on the evidence, we build a simple conceptual framework to model the psychological decision to engage in UFS, purchase legally or do nothing. We identify social, moral, experiential, technical, legal and financial utility sources of the decision to purchase or to file share. They interact in complex ways. We consider the strength of evidence within these areas and note patterns of results. There is good evidence for influences on UFS within each of the identified determinants, particularly for self-reported measures, with more behavioral research needed. There are also indications that the reasons for UFS differ across media; more studies exploring media other than music are required

    Internet Neutrality : Ethical Issues in the Internet Environment

    This paper investigates the ethical issues surrounding the concept of Internet neutrality focusing specifically on the correlation between neutrality and fairness. Moving from an analysis of the many available definitions of Internet neutrality and the heterogeneity of the Internet infrastructure, the common assumption that a neutral Internet is also a fair Internet is challenged. It is argued that a properly neutral Internet supports undesirable situations in which few users can exhaust the majority of the available resources or in which specific types of applications and services cannot be developed or properly deployed. The solution offered to these shortcomings is based on (1) an environmental approach to the Internet, (2) the four guiding principles of Floridi’s Information Ethics and (3) a principle called ‘Information Diversity’. The paper is divided into six sections. Section 1 briefly presents the debate concerning the concepts of network and Internet neutrality. Section 2 poses a general and unifying definition of Internet neutrality based on the critical assessment of several domain-specific approaches to the problem of neutrality. Section 3 is dedicated to the analysis of the relationship between Internet neutrality and the ethical principle of fairness. Section 4 introduces Floridi’s Information Ethics, the definition of Information Diversity and an analysis of how they can be used to address the limitations of Internet neutrality. Section 5 summarises the ethics of Internet neutrality and Information Diversity defining their relationship. Section 6 reviews the arguments presented in the paper clarifying the foundational role played by Information Diversity and Information Ethics in Internet policy-making activity.Peer reviewe
